A PROCLAMATION
Every day, we are inundated with vast amounts of information. A24-hour news cycle and thousands of global television and radionetworks, coupled with an immense array of online resources, havechallenged our long-held perceptions of information management.Rather than merely possessing data, we must also learn the skillsnecessary to acquire, collate, and uate information for anysituation. This new type of literacy also requires competency withcommunication technologies, including computers and mobile devicesthat can help in our day-to-day decisionmaking. NationalInformation Literacy Awareness Month highlights the need for allAmericans to be adept in the skills necessary to effectivelynavigate the Information Age.
Though we may know how to find the information we need, we mustalso know how to uate it. Over the past decade, we have seen acrisis of authenticity emerge. We now live in a world where anyonecan publish an opinion or perspective, whether true or not, andhave that opinion amplified within the information marketplace. Atthe same time, Americans have unprecedented access to the diverseand independent sources of information, as well as institutionssuch as libraries and universities, that can help separate truthfrom fiction and signal from noise.
Our Nation's educators and institutions of learning must beaware of -- and adjust to -- these new realities. In addition tothe basic skills of reading, writing, and arithmetic, it is equallyimportant that our students are given the tools required to takeadvantage of the information available to them. The ability toseek, find, and decipher information can be applied to countlesslife decisions, whether financial, medical, educational, ortechnical.
This month, we dedicate ourselves to increasing informationliteracy awareness so that all citizens understand its vitalimportance. An informed and educated citizenry is essential to thefunctioning of our modern democratic society, and I encourageeducational and community institutions across the country to helpAmericans find and uate the information they seek, in all itsforms.
NOW, THEREFORE, I, BARACK OBAMA, President of the United Statesof America, by virtue of the authority vested in me by theConstitution and the laws of the United States, do hereby proclaimOctober 2009 as National Information Literacy Awareness Month. Icall upon the people of the United States to recognize theimportant role information plays in our daily lives, and appreciatethe need for a greater understanding of its impact.
